Index Label Placement in Range Bar Chart

The label position can either be placed on right or left side but I want to place the label position outside and top of bar.
As you can see label position is either inside or left/right.

You can try adding another dataSeries of error type with whiskerLength and stemThickness set to 0. Please take a look at this jsfiddle.
