Write Both Inside and Outside of Bar

I need to create a bar chart and write different value inside and outside bar,
Data is something like

X=21538, Y=25666 , Name = ‘July’

Now the graph should render like this

You can achieve the above requirement by using the combination of Stacked Column and Column chart. Please take a look at this JSFiddle for the same.
