Panning/scrolling sometimes stays active even without clicking/dragging

Panning should only happen when user is clicking and dragging the mouse. But sometimes even without the mouse click, the panning/scrolling keeps happening. This even happens in this graph example: https://canvasjs.com/docs/charts/basics-of-creating-html5-chart/zooming-panning/

Is there a fix to this?
