Is this layout possible?

Is there any way to achieve these 3 visual layout components?

(see picture below for bullet # references)
1. Control the padding between axis markers and data area?
(actually realized can do this with an empty data set)

2. Show graph Data Value Label top aligned above the chart.

3. Style the “empty” area between edge of graph and Data element (in this case give a light gray background to extend to top of chart).
Could probably cheat and do this with a dummy stacked data element but …
