BAR Charts with different "Ceiling" values?

Is it possible to have a bar chart whereby the bars have different “ceiling” values? For example, the first bar would top at a value of “1000” and the bar itself may have only reach the “800” mark – then the second bar has a ceiling/top value of 1800 and the bar may reach 1600, etc. The ceiling/top value and the value of the bar would need to be displayed.

I hope I am making sense? This is a special request from a client of mine and I have purchased and written software which utilizes this excellent product. Thank You.
