Highlight not removed when toolTip enabled false

  When tooltip { enabled: false } is set, the highlight (lighter color of a bar or marker border) is not removed on mouseout. With tool tips enabled the highlight disappears, if the mouse is moved a little bit away.

  I can confirm this is a bug. We will consider fixing this in upcoming version.
