Panning not Stopping

  Zoom into a chart and click on the pan icon.
  If we drag the chart and the mouse pointer moves out of the chart area and we release the mouse, then for most of the cases things work fine.
  But if we drag towards the right edge of the chart and release the mouse on the edge of the chart then the panning does not stop when we over over the chart

  zoom in
  then click pan
  drag the chart right and leave the mouse on the empty white section where the chart ends and before the right border
  now hover over the chart, the chart is still in panning mode
