Create graphs from a CSV file with time and values

  I have a file it is a CSV.

  Record Date UTC Time R_N Y_N
  1 10-01-16 13:11:15 225.70 0.11
  2 10-01-16 13:11:25 226.80 0.10
  3 10-01-16 13:11:35 226.57 0.12
  4 10-01-16 13:11:45 225.59 0.11
  5 10-01-16 13:11:55 225.53 0.09
  6 10-01-16 13:12:05 226.54 0.11
  7 10-01-16 13:12:15 226.57 0.11
  8 10-01-16 13:12:25 226.52 0.12
  9 10-01-16 13:12:35 225.64 0.10
  10 10-01-16 13:12:45 225.80 0.12

  Is it possible to create a graph using the CSV in html or Js or Jquery.Any one have any solution please?
